One of CRT’s main statutorily duties are the replacement of lock gates. CRT own and operate the only lock gate manufacturing factory. They employ their own dedicated design and installation staff. Lock gate replacement is, and always has been, routine statutory canal maintenance funded by central government.

The unsafe and unlawful modifications to the listed Chester dry dock gates were funded by Historic England, another Government Quango. CRT had been given a Culture Recovery Fund grant.
